Unusual network behavior?

My internet speed is currently 25 Mb/s, but I’m only managing a maximum of 3 Mb/s. The exceptions I noticed are with my Xbox One and Windows Store, which perform at full speed. It seems the problem affects all downloads, though speeds can occasionally exceed 3 Mb/s.

The speed you'll get is 25Mb/s, which equals approximately 3.1MB/s per unit. Make sure you notice the different units shown by each app or gadget.

It's clearly in Mbits, not MB/s.
