Reinstalled windows removed all the buildup from before. It seems nothing has improved much. I’m not sure if I should expect 170 fps anymore. None of the components are near 100%. I feel stuck with this setup. What might be going wrong?

I chose to request a refund after everything went wrong. I’m thinking of purchasing an AMD Ryzen 5 7600 with DDR5. Fingers crossed this will resolve the issue. Thanks to all of you for your support—unfortunately, it didn’t fix the problem, but at least I received my money back.

If you're curious, purchasing a 7500F with DDR5 6000MHz on a solid motherboard really helped. Performance improved significantly, even though the CPU isn't drastically faster. I'm not sure why it works so well now, but I'm happy it's functioning well.
