RTX 4070 dual PALIT Ryzen 7 5700 2x16GB DDR4 3200MHZ TUF GAMING A520M - PLUS II 600W chieftec core 80+ gold games run on Samsung NVMe 1TB SSD (good in crystal disk, 40GB free). While playing Elden Ring at maximum settings with ray tracing, the game runs about 60 FPS but feels sluggish, lacks smoothness. CPU usage stays high around 90-98%, and CPU performance drops significantly in CS2, where it sometimes hits 150-200 FPS on low-medium settings. In CS:GO, I experienced a noticeable lag, with percentages spiking. On my older GTX 1660 Super, I achieved 150-200 FPS at medium settings, but the 4070 consistently delivers 200-250 FPS (occasionally up to 300) with occasional dips to 160. The game appears CPU-bound, yet no noticeable improvement comes from this upgrade. The main issue seems to stem from monitoring tools showing GPU usage capped at 60% while CPU drops to around 30%. Testing with a full server load showed RDR2 achieving 90-100 FPS, which is slightly below average. League of Legends starts strong (~500 FPS), but drops to 130-200 FPS once in-game, depending on position. Both CPU and GPU usage remain low, rarely exceeding 40%. I’ve tried reformatting the drive, but that shouldn’t help.

When using a 1080p or lower display, your CPU struggles to match the GPU's performance, leading to high usage around 60-80%. This is why systems with the 7700 handle it better. You can fix this by either increasing the monitor resolution to 1440p or upgrading your processor.

Reviewed my sister's setup: Ryzen 5600, Radeon 6600, 32GB DDR4 RAM at 3200MHz. She’s achieving higher FPS than me on Ancient—around 120-200 compared to my 120-200+.

I'm used to stretching, but after answering before, I noticed a more powerful rig gaining higher FPS on the same settings and map. In certain areas, I saw drops to 120 FPS, which is really surprising.

I got that. Are you using a different monitor setup for your sister and friends? Or are you bringing your own monitor along for testing? From what I see, your system is limited by its resolution. Switching to a higher-resolution display should make a difference. If your sister’s monitor is another setting than yours, try it out and check if performance improves.

Currently I’m transferring video cards from my PC to my sister’s and her to mine’s. I’ll see if any adjustments occur.

Now CS2 is working smoothly at 1280x1024 resolution with the same settings as your Ryzen 5600 and RTX 4070, achieving 300+ or even 400+ frames. On my machine using the Ryzen 5700, it caps around 150-250 FPS. That’s a big difference!
