When WPS is active on the router, some devices might appear on the network without being properly connected. Disabling WPS would stop this behavior.

I notice a gap in the posts since the first one begins with "me too." If this device attempts to connect through the gateway or router, you won't see an ARP record. It's best to ping it from another subnet to force a response or review ARP entries on the switch. You might also search for the MAC's OUI to identify it.
