If it were exFAT it might cause issues, yet NTFS remains the best option

I recommend checking random 4k Crystaldiskmark outcomes for various NVMe options (excluding Intel Optane). I think the data for random 4k Q1T1 reads might be problematic. When running a game, sequential access usually performs better. My internet speed is just 100Mb/s. Game updates are typically delivered via a cache, making them available instantly. My local LAN speed is 2.5Gb/s. Updates rarely reach 2.5Gb/s but consistently surpass 100Mb/s, so they’re usually fetched from the cache.

Steam reached its peak at 635Mbit, significantly higher than typical speed tests. The actual performance depends on your fiber plan; sometimes your ISP is overpromising speeds, causing users to miss out due to network congestion. You're more likely to reach upload speeds because they’re rarely used by many people at once. For confirmation, try testing early in the morning when usage is minimal. It’s also worth noting that Steam consumes a lot of CPU and storage, and updates often involve numerous small files rather than large downloads, which can slow things down further.

They informed me after speaking with my ISP that the issue originated from Steam, not theirs. After reaching out to Steam support, they confirmed it was indeed my provider. It’s not a major concern for me since I still download games fairly quickly on Steam, though it’s a bit concerning compared to other platforms like Battle.net and Epic, which typically offer around 150 Mbps download speeds.

Your CPU usage tends to rise during slower downloads.
