As described, the runtime broker connects to Store permissions management (granting or blocking access from UWP apps to microphone, camera, personal folders, location, etc.). It does not pertain to Preferch or SuperFetch (SysMain) solutions.

I adjusted a few settings, turned off tips, and removed some UWP apps. It appears the issue has been resolved.
