Today I started my computer and launched World of Tanks, but it was slow even in the garage. I checked Task Manager and was shocked to see my processor operating below 1GHz—0.7 to 0.9 GHz. No matter which program I ran, it never exceeded 1GHz. When I restarted Windows, the issue seemed to disappear, though I’m still writing this because I’m curious about how such a situation could occur. In retrospect, I should have used HW Info to check the CPU voltages and power usage, but at the time I was more focused on hoping it would fix itself. Could anything have caused this? Should I be worried in the future if something like this happens? Thanks for your time! Additional details: CPU is an AMD Ryzen 9 3950X, motherboard Asrock Aqua, power supply Corsair RM 850X. Previously, all components worked without issues.
I didn’t have any clear thoughts on that, but I noticed another user was dealing with mouse lag. They solved it by using a consistent voltage instead of auto. A 0% overclock fixed the issue. His problem disappeared. My take on it is uncertain—could help or not.

They’re not pointing to PowerPoint. It seems they’re checking if the chipset drivers are updated. Are they considering using Ryzen Power Plan like 'High Performance' for gaming or sticking with Windows defaults? The software won’t show up without the right chipset driver installed.
You would configure a consistent baseline voltage by adjusting the control parameters or settings within the system to maintain that level.
It was included in the Ryzen overclocking feature. What I recall is it had a lengthy title and was configured automatically. I’d only consider it if the Windows power settings failed. @Jurrunio has deeper knowledge on this topic. I’m really behind the times. I’m here mostly to reduce my ignorance.
