I've observed a change while using Windows 11 that wasn't present in earlier versions.
If you have two files in the top left corner of your desktop, you'd like them in a specific order. You prefer the top left for items marked "priority" and want everything aligned neatly on the grid.
Now if you create or save a new file, Windows previously handled it correctly but now pushes it down, putting it in the very first top left position—which is really frustrating.
What causes this issue and how can I fix it?

Right click on the Desktop
Personalize
Themes
Disable "Allow themes to change desktop icons"

I work with an app named AlomWare Toolbox that includes automation commands to preserve and recover multiple desktop layouts under names. It's quite useful.
