Confirmed! KB4535996 appears in the update history yet absent from the uninstall list. I have two machines with the same problem and haven’t found a fix.

I believe there was a misunderstanding. We attempted those steps, but KB4535996 doesn't appear after clicking "Uninstall Updates," which means we can't remove it. In "View Update History" it still shows as installed, and I'm encountering the issues described with this update. Please find the attached photos; the update is listed in 1.png but not in 2.png.
