Numerous authorities have entry into the telecom infrastructure. I recall years past when the NSA was reported to have linked directly to AT&T's system. The state will monitor your activity—nothing you can do about it. Also, your internet service provider probably performs some form of deep packet inspection. They track any information moving from your modem into their network. Although a VPN can help, remember that its operators are bound by the regulations of their home countries.

It seemed like they could recreate your online activity. I don’t recall the exact status of the data center, but there were whispers about purchasing Sun blades in large quantities.
