Instead of operating at full capacity, you've added an external fan. I'll go with your explanation. Perhaps a visual aid would help clarify this point for the audience.

I wanted to stop by and pass along a few updates. I just re-applied (Noctua NT-H1) TIM to my MSI RX480 GamingX today. At the set target temperature of 70C while running FurMark, my fans' RPMs dropped from 1400 before to 900 after.

It doesn't seem to involve a totally unrelated GPU and cooler configuration, but that's okay.

I recommended applying TIM again to the OP's GPU, as it worked well for me.

And that might offer some slight improvement, but with almost no airflow from the fans, the new TIM won't make much difference. The blower cooler is present, yet little air moves through it, and the fins are sealed by a shroud. OP claims he's added a fan in another place and it functions, which I'd like to verify.
