Regarding the issue, I’m attempting to undervolt my I7 7700k to achieve better cooling. However, changing the V-core in the BIOS doesn’t seem to resolve the problem. After updating the V-core, I revert back to Windows and check the CPU voltage using CPU-Z; it appears inconsistent since the values shown in CPU-Z don’t match those in HWmonitor, which is set in the BIOS.

The jumper is indeed on, correct? (edit: is there "internal PLL overvoltage")
You can also reduce the thermals by tweaking the power phase control, also known as VRMs.

read what the text says... idk if theres an actual jumper on the board as i thought new boards stopped using those
