I purchased most of the necessary parts to assemble my initial PC, such as two 8GB DDR4 modules rated for 3600MHz. The challenge is choosing among several motherboards that support 3600 or 3466MHz only via overclocking. I understand the RAM won’t perform at those speeds naturally, but overclocking remains a complex process. The concern is the significant heat generation it would cause. Should I replace my RAM with a 3200MHz variant, or will it function adequately at whatever speed the motherboard sets? Or should I explore overclocking options?

Typically speeds above around 3000MHz are treated as overclocking, just require activating the XMP profile for the specified rates. The process is generally straightforward, though it varies based on your CPU and motherboard. Similar applies to 3200MHz, but achieving those speeds is much more common with standard configurations.
