I agree with you. This information comes from a 6th generation data sheet, and I couldn't locate the same table for the 7th generation.
It seems like a debug pin is the issue. Perhaps purchasing a lottery ticket wouldn't help, but you might want to investigate further.
It could be due to various factors. Perhaps a pin didn't make proper contact or the BIOS needed a second boot before recognizing it. It might function correctly now. Many hardware problems are hard to pinpoint. For instance, my GTX1080 only works with DVI on Ryzen 2000 systems if no driver is installed. Don't inquire why.
