Hey there. This problem has been happening for years, and many people have tried to explain it. Some say it's not related to electricity or impossible, but that doesn't make sense. I've tested several PCs at home. When I brought a brand new one to a friend's place and connected it, it worked perfectly. Then I brought it back home and the stuttering started. So yes, once it connects to power, the PC begins to stutter. It's really strange. I've never encountered something like this before. Finding solutions is tough because most folks just blame the PC. You need to run some tests. There are a couple of possibilities: 1) If you have a UPS, unplug it. Does the stutter stop or continue? 2) If it stops, something in your power lines is affecting the game. Things like a boiler or solar panels could be the cause. If it continues, I can't help further. We've been working on this for years. It might work with a double conversion UPS and a completely new setup (PC, mouse, cables, etc.), but I haven't tried it yet. You seem to have input lag issues only, not a complete lack of response.
