It's accurate, but even starting the system in safe mode through CMD leads to a crash screen. I believe the recovery area on the drive is damaged, possibly with a bad sector near the end, likely around 100MB or less.

This should provide sufficient guidance to fix the boot problems. Configuring a pin involves the TPM.

The issue continues, even after turning on the PC. It works fine when restarting, but once I enter WinRe or use settings it keeps triggering the BSOD and restarts normally. Safe mode isn’t the main concern anymore.

You now have two options. One involves rebuilding the recovery partition, which I can do but haven’t succeeded before—probably you’ll need to remove the last partition and rebuild it using a Windows install. I remember trying this many years ago without full accuracy. The other is a clean installation on a spare HDD, transferring all data and software, then formatting the faulty Windows 11 and using a cloning tool like Clonezilla. Personally, I’d prefer the clean install now because it’s much quicker and avoids potential issues from leftover drivers after uninstallation. Your choice is up to you.

I don't have much experience with rebuilding the recovery partition. I faced a similar problem a few years ago and didn't succeed. For me, reinstalling everything was quicker because I had an extra SSD where I could perform a clean install of Windows, restore all necessary software, and safely transfer important data. After that, I reformatted the problematic drive and cloned the spare SSD back to the original one, which helped speed up the process.
