I increased the core voltage to 1.5 volts, but a stable 4 ghz remains out of reach and I keep seeing that error. Others on forums claim 4.5 to 4.8 ghz work with this chip, yet I can't even hit 4.

Are you merely adjusting the multiplier? Increasing just the core voltage might not suffice. Enable all power-saving functions and disable the turbo, setting all configurations manually.

Not every chip is created the same way. It might be a weak overclocking part. Consider adjusting the DRAM voltage by 0.050v while maintaining the memory profile set to auto to test its effect.
