I started using Cloudflare's DNS. When trying to reach the site, I used tracert and nslookup but couldn't resolve the target. The results showed issues with both the original domain and a related one. Switching to Quad9 resolved the problem, while other providers didn't work. It seems the VPN might be interfering with the DNS resolution. Shouldn't my system's DNS handle this independently? Why does only Quad9 succeed?

The EOC occasionally blocks IP addresses, which isn't related to DNS issues. You might try reaching out to them for assistance, or give it some time.

An EOC stands for Emergency Online Service. It’s a special program that provides internet access to people who can’t reach regular services. Using a VPN can help bypass restrictions, but only certain DNS settings allow it to function properly.

The site you're trying to access appears to have a DNS problem. Quad9 should fix it, but Google isn't working. It's possible EOC has blocked Google's DNS for a reason.

Oh indeed, weird. Seems it's only Google, cloudflare is fine too... I don't think that's even possible? Would be a Google issue... I suggest avoiding using a VPN there because he has previously targeted bots by going "scorched earth" against them. Some bots have tried using VPNs in the past to bypass his blocks, which then leads to the server being blocked again. You’ll need to access the site on your phone or another device connected to an open network and request unblocking using your public IP address. I also doubt he would let VPN servers through.
