Consider using the F12 key to access the boot menu, choose the Windows 7 installation disc, and proceed through the setup. Alternatively, you can install it directly from the downloaded file. If your system is under heavy load, upgrading your CPU might help reduce the 99% usage while streaming on YouTube.

Hard drives hold data but don't influence how fast devices operate. They only impact startup times.
