You built your PC except for the RAM, and when you power it on, the fans start but the shutdown button doesn’t work. This might be related to the lack of RAM or something else. You mentioned you can turn it off via the PSU switch, which is good. It seems manageable if the issue is with the motherboard, as you’re comfortable shutting it down through the Windows icon.

The power switch generally functions just to power off the system once it starts up. Holding it may be necessary to initiate a forced shutdown.

Without RAM, the only method to shut it off is pressing the power button or toggling the PSU switch. Adding RAM restores normal operation.
