when attempting to start the game, it attempts to link with an Ubisoft server but fails. it blocks access so you can't play the game. This shouldn't happen after purchasing from Steam, as it should work. What's going on here? Is there a way to resolve this issue?

Start the launch in offline mode. Once done, it will stop trying to link to the servers. If it begins uplaying, switch back to offline mode.

I needed to ensure the game launcher always operated with admin privileges, and also remove the Ubisoft Game Engine, then obtain it directly from their site—since they don’t simplify the process.
