i got a hp probook 650 g1 and installed windows 10 home clean. after some trouble updating and errors, it finally updated to the latest 1809 build before I could reach device manager. now i can't open device manager or services.msc—it shows an error saying "an administrator has blocked you from using this app mmc.exe." i'm running as an admin, but the issue persists. i set up a single default user when i first installed windows, and if i switch to that user, device manager works. however, my current user isn't labeled as the default admin, even though i have admin rights before the update. i've looked into the error message and found many similar posts, but most solutions don't work for me. this problem only happens on my hp laptop, and i haven't experienced it on my pc before. i just want to avoid switching to admin every time i need device manager.

how? for example in my pc there is no thing as ''administrator'' user name. it's just the main user i've created when i instaled windows first time and that way it remain. i don't know why on my laptop there is a user i've made with windows and there is an''administrator'' user as well , i mean what the hell. and i do have administrator rights on that second account but it doesn't work to get into the device manager
it's different on your PC. when you click start, select your username icon, then look for options like 'sign out', 'lock', or 'change account settings'. you won't find an administrator there. on your laptop, the same steps appear but you see an administrator option available for login.
