the opposite processor also failed to start – its MBD displays a green indicator meaning it’s in standby, and both shorting the pins and using the power button didn’t help.

It seems you overlooked these updates. The chipset only works with Intel CPUs from the 7th generation and the proper BIOS. That’s why it isn’t starting with the CPU you’ve been using. The latest compatible processor would be an i7-7700K, which supports the 7th generation.

Also doesn't apply. Requires 1151v1, which is considered 6th or 7th generation, though a legacy BIOS could prevent booting even in 7th generation.

The 100 series board is compatible only with 6th and 7th generation CPUs. It does not support 8th or 9th generation processors. The best options to use a 9700k from the start are Z390 models and those updated for 9000 series boards.
