Have you attempted creating a folder on the desktop by opening File Explorer and navigating there?

Launch the command prompt. Type mkdir "folder name" to make a new directory. The folder will appear in the current location. Navigate to C:\Users\USERNAME, then run the command again. A folder named "New Folder" should be created there. Drag and drop it onto the desktop.
