Launch the command prompt. Type mkdir "folder name" to make a new directory. The folder will appear in the current location. Navigate to C:\Users\USERNAME, then run the command again. A folder named "New Folder" should be created there. Drag and drop it onto the desktop.

This seems like a temporary solution, though it bothers me a lot. I don’t always like using Windows.

See the instructions here, maybe it helps : https://www.winhelponline.com/blog/resto...windows-7/ Scroll down to "Create “New Folder” creates a shortcut instead?" - there's a bunch of ads which may make you think the contents is done, keep scrolling If you delete keys like the notes say , write down the name of the key, the type (string = reg_sz, numebr = reg_dword, bits= reg_binary etc) and the value so you can restore it if needed. For reference here's how that registry folder looks on my Windows 10 installation :

Thanks for sharing! The file you downloaded helped restore the registry, which was great. No need to reinstall Windows now.
