PopOS doesn’t need separate wl drivers installed by default; they’re included by default. You might see them listed in the Ubuntu driver manager.

It seems you may lack internet connectivity on that device or there might be an issue with the DNS service. You could attempt to manually configure the DNS server to 1.1.1.1 or 8.8.8.8 via the network settings.
