I created the PC using those specifications two days ago, but I can't install Windows yet. It won't boot through USB anymore. I changed the boot priority to USB and disabled other options, but it just halts at loading screens and doesn't start setup. I tried Rufus and the Media Creation Tool, but nothing works. Could you help? I've installed Windows many times before, yet this one doesn't go into setup. Is there something missing in the BIOS?

Starting the download of a fresh ISO file... possibly because the image could be damaged.

8 allows you to pick a temporary boot drive, eliminating the need to adjust boot priority. Confirm your memory is placed in slots 2 and 4 (DIMM_A2, DIMM_B2).

I've checked three different files, but nothing is loading.

This might be related to a hardware issue. You mentioned seeing spinning dots during startup, but it doesn't boot further. Please inspect your hardware—remove one RAM stick and attempt to boot Ubuntu from the USB drive. If that works, continue testing with your old computer's drive on the new one to identify the problem. Installing Windows just once is recommended, as it doesn't require frequent reinstallations. Diagnostic testing is crucial here; focus on pinpointing the issue rather than repeatedly trying USB connections.
