The system is already using the newest BIOS version, which might be causing issues. It's possible the Ethernet controllers are contributing to the problem.

They recommended updating the BIOS, but I already have version A20 installed.

Right. But I suggest following those instructions to the T. But perhaps @dalekphalm has identified an uncorrectable issue that Dell hasn't fessed up to yet. At this point, I would refer to his experience given the number of those OptiPlex x020 series that he has had to work with. It's not the first time I've seen a vendor take multiple stabs at solving a bug, but in the end gave up because it was unfixable at last.

You might consider re-flashing the BIOS again. Obtain the BIOS EXE file and place it on a USB drive, then restart into the BIOS to apply updates directly from the USB. Unlikely to succeed, yet straightforward to perform. Difficult to predict—still a reasonable assumption. It’s not necessary for any issues you’ve faced recently or in the past. A PCIe network card should likely resolve it. Share your results if it works.
