You have several choices at the beginning, and selecting "Enable Safe Mode with Networking" will allow internet access.

You don’t have to connect to the internet unless you altered your password since your last session. If you’re unable to log in with your current password, try using the previous one. Windows 10 stores the most recent password in memory. Restart in normal mode and attempt to log in with the updated password so Windows recognizes it.

It's likely using a Microsoft account for login. A local account will allow you to access without an internet connection. You can set up a new local administrator account once your PC starts in normal mode. After that, boot into safe mode and sign in with the new local admin account.

For a Microsoft-registered account, you don't require an internet connection. The system retrieves the password hash from the servers and checks it against the one you provided. If they match, it logs you in. It's possible he forgot his password—maybe he uses auto-login, a PIN, or Windows Hello—and then went into Safe Mode to update the hash before logging in.
