I've moved to a new residence, but I'm stuck with charter/spectrum. Most services function fine, yet I've run into two locations I can't reach. The first includes explicit content, so I won't share any specifics. I suspected they might be blocking that site for a reason, but later I encountered problems downloading Java installers from the official site. After visiting the Oracle download page, I realized it might be related to my OPNsense router. I tried connecting my laptop directly to the modem, but it didn't work. I reset the modem and changed the DNS server, yet access remains blocked. Using my phone's hotspot helped temporarily, though at slow speeds. It seems the issue lies with the modem or further network segments. I contacted their support chat, but they mentioned general slow-speed problems in the area and couldn't send a technician due to those restrictions. If the problem isn't theirs, I risk being charged. What's really happening here? Could I end up with a large bill just for trying to access a few sites?

Check the path of the data and see where it vanishes. It might be easier to join a VPN instead of dealing with your internet provider.

Both work on my phone's mobile data. I managed to download the Java installer by switching HTTPS to HTTP through Charter. Then I tested the less reputable site, which doesn't support either protocol. Now we have two different outcomes—what's happening?

I begin by clearing the Window DNS cache and executing a socket reset using the Open command prompt with admin privileges. Next, run ipconfig /flushdns, followed by netsh winsock reset, then netsh int ipv4, netsh int ipv6, and finally reset the network settings. Restart Windows. If this doesn’t resolve the issue, consider removing Windows entirely by booting into a Linux Live CD and checking if the problem persists. Examining the bottom trace suggests a possible outage at an external data center, with packets being lost in Amsterdam. It may be a temporary issue that resolves within a few hours.

I thought it might just be Windows acting up, but the problem keeps happening on my Android phone and Linux laptop (unless I’m using hotspot or a VPN). I just found another issue with mediafire downloads that’s really confusing...

Are you relying on Spectrum's DNS servers or Google/OpenDNS? Edit: Just noticed the traceroute, which likely doesn<|pad|> to not show a DNS problem because a DNS issue wouldn't have fixed the webserver's IP address.

Understood. Clearing the cache and resetting sockets won’t cause harm. I’ll repeat my point, as your data seems to be vanishing in Holland—likely a problem at a network hub. Wait 24 hours, then contact your ISP and explain the situation (they probably can’t fix it).
