Disable core isolation memory integrity. Share a screenshot of the full Windows Features list. WSL2 and some additional components should be turned off in Windows 11.

The Windows subsystem for Linux needs to be turned off. You may also need to disable Hyper-V. This step is necessary to allow XTU to directly reach the voltage control register in the CPU.

I turned off the Windows subsystem for Linux and fully disabled Hyper-V in the Windows Features. After restarting, the system and Intel Extreme Tuning Utility worked smoothly. Thank you for your assistance.
