Didn't you experiment with turning off VSnyc? With the 970 it would cap performance at 60 FPS and cause noticeable delays.

I worked it out—it was the launch settings. It seems 1.8 now has updated launch parameters. I removed everything and no longer experience lag; probably a configuration change.

Install OptiFine version 1.8 for a significant boost in FPS. Confirm the installation is complete before use.

He mentioned in the initial comment that his frame cap was disabled and VSYNC functions as a type of frame capping. Linus has produced some videos discussing this topic, though the video mentions G-Sync. He plans to briefly cover V-Sync at the 1:31 mark.
