I would attempt to remove the Ethernet drivers and reinstall them. If this fails, it might be due to issues with your local network components such as cables or switches.

I’d probably switch to another cable since it’s not receiving any packets. Also, confirming the speed limit—does it really cap at 100Mbit? That might point to an issue with the cable if you’re linked to a 1Gbit connection.
