Yes, Ubuntu Server and Ubuntu Desktop are essentially the same operating system, differing only in their user interfaces. You can use the server version to practice commands without needing a graphical environment.

The Ubuntu server interface isn't quite right, and the server edition offers tools more focused on server tasks rather than typical desktop applications.

Yes, there are minimal versions of Ubuntu Desktop focused on the terminal. These allow you to run commands directly without a graphical interface.

on the server Ubuntu you’re close to getting a full graphical interface and dedicated tools, but you could be missing features typical of a regular desktop computer.

Server and desktop versions of Linux usually consist of the apps you get by default plus the kernel image. Even though they come from different sources, they’re the same package. You can simply add X to a server or any other system.

Ubuntu Server runs without any visual interface; the graphical one isn't available, while only the command line is used. When Ubuntu Desktop starts, it displays a graphical window.

Have you thought about Debian? It's quite alike to Ubuntu, and you can skip picking a desktop environment during installation—it seems tailored for your needs.
