Started with an old Ubuntu PC and made sure everything was updated. When adjusting the refresh rate, only 60Hz and lower options appeared. I’m sure my monitor can handle up to 120Hz. Is Ubuntu restricted to 60Hz?

It depends on the graphics card driver you're using. I managed to run my 1440p monitor at 165hz with Ubuntu during testing using the NVIDIA driver. Could you share the driver you installed? Also, knowing your PC specifications would help—perhaps the display output doesn't support more than 60hz.

What device are you operating? 360Hz performed well on Linux Mint. With open-source NVIDIA drivers (like Novena), full refresh rates aren't permitted.
