After extensive investigation, the relevant discussions appear to be from 2012-2013. The suggested solution is the "LCDnurse" tool. However, this software is from 2012 and the website is currently inaccessible. On my system, I use Linux Mint (similar to Ubuntu) and Windows 10. The issue persists on Linux Mint due to stuck pixels, while Windows 10 functions normally. Additionally, the display shows a persistent red color, which could be an indicator. My Nvidia GTX 1060 runs with the official driver installed, but switching to onboard graphics didn't resolve the problem. Any assistance would be appreciated.

This indicates a software issue rather than a hardware problem with your display. Have you explored alternative distributions or simply reinstalled Mint? Based on your description, it appears to be an Xorg-related problem—try adjusting the resolution settings to determine if the issue persists.

It seems to be a software problem. Verify the clock to see if newer versions exist. Updates can sometimes resolve this. Consider using a different distribution, preferably a Live USB. I've heard Mint may have more bugs compared to Ubuntu.
