One of the RAM modules is faulty or a memory channel is defective (possibly on the board or CPU). Test each stick separately; can you start if only one is present? What occurs when you rearrange both? If it boots without either stick, the issue is likely with that stick. If it functions with both individually but shows only 32 GB when swapped, the problem probably lies in the memory channel. Then inspect the CPU and/or motherboard pins for damage, and consider re-seating the CPU.
Shut off the power supply. Remove both connectors. Use a cotton swab or microfiber cloth with IPA to clean the ports and pins on both connectors. You may also wish to take out the CMOS battery during this process, just to clear any issues. Ensure everything is dry before reinserting the connectors. If the problem persists, try testing one connector at a time.
