Are you referring to just two accounts on a single machine or both users operating the PC simultaneously? Having multiple accounts won’t negatively affect speed; it mainly adds storage needs. Running two users together would slow things down, but this setup isn’t typical in standard consumer Windows 11 installations.

The main effect is a slight decrease in disk space usage, mainly due to the two accounts involved (excluding files downloaded by others). Most installed programs are shared, though some run at the individual user level and don’t need to be installed again. Each program maintains its own unique settings and configuration.

You can indicate which user is administrator and which isn't. It's possible to assign the account as a child and apply parental controls, though both require an MS Linked account so the admin or parent can adjust settings from another device, enable restricted sites, or grant extra time without being physically present.
