Check the available space on the SSD and the hard drive. It makes sense to use both drives in 8.1 while assigning a different user to one of them.

Perhaps I purchase the SSD today, 256GB, while the HDD retains over 500GB of free space. My dad doesn’t consume much storage (2-3GB max). I’ll install 8.1 on the SSD and keep W7 on the HDD. Of course, I’ll create folders in the HDD called “ssd programs” to store items that don’t fit on the SSD. He prefers W7, and switching from XP to 7 was straightforward for him since it’s similar. He recently bought a laptop with W8, which he disliked, so I gave it to my sister and got a W7 model. So I think forcing him to use W8.1 might annoy him, but it could also stop him from using my PC altogether—though I’m not too concerned about that, except for occasional infections.

You can achieve a nearly identical setup, add a start menu, and after getting accustomed to it, he’ll think it’s better

What about gaming? I don't get any issues if I put another user in W8.1 (without admin privileges) and let him use it right? I don't think that it's too difficult to install an antivirus (ESET Smart Security), and i don't think that it will impact gaming performance that much. If he's in a "restricted" user he can't damage the computer right? He doesn't download anything, but sometimes he needs to print stuff in Office Depot plotters, so he plugs his USB in the dirty Office Depot PC's, and when he plugs his USB in any other PC the Antivirus goes crazy because the number of infection in the USB is too damn high.

Are you running a different boot drive? If not, an SSD works the same as before. If he doesn’t like Windows 8, buy Start8 for $5 from stardock discreetly and don’t mention any changes.
