A capture card would be necessary for a two-piece configuration, and I'm interested in what the speaker meant by creating two separate systems for streaming versus one powerful setup, particularly with today's 8-core processors.

Certainly. With a Ryzen 1800X you can stream smoothly without needing two units for performance. Using tools like ReLive on AMD cards lets you stream directly to almost any platform (YouTube, Twitch, etc.) without a capture card and with minimal impact on speed (typically just 1-2% loss).

The optimal performance comes from having more CPU power, but as @The Viking pointed out, a Ryzen 8-core processor is sufficient.

I’d prefer not to watch the guy blast 56 cores with x264 in OBS while hitting the diminishing returns zone.

Yes, it could work well. The Intel 7820X i7 offers strong performance suitable for both smooth 1080p streaming at 60fps and demanding 1440p gaming.
