Your 3060 supports dual monitors. You can connect both HDMI ports individually, and since one is active while the other isn't, you should be able to switch between them without issues. The fact that one port is logged in but the other works when unplugged suggests the system is handling the connection properly. No fixes needed unless you're experiencing specific errors.

It seems you're connecting one HDMI port to your motherboard and another to the GPU, but not both to the GPU. This setup uses the IGpu on the CPU when connected to the motherboard (the port near your Wi-Fi antennas). If your GPU has two HDMI ports, you might need a separate monitor or DisplayPort monitor. However, many boards behave unpredictably with this configuration. A clearer view of what you're plugging in would make it easier to understand.

Yes, you can use an HDMI to DisplayPort adapter to connect your monitor. It’s a cost-effective option compared to buying a new screen.

Neither monitor supports a display port. You might use one HDMI and the other DP. There are adapters that convert HDMI to Display Port, but it's unclear if they'll function properly.
