He has a single strong machine, Athena. The rest are stuck with XP and older versions. His computer is failing and he’s limited to an Atom. HELIOS is actually using Windows 98—probably just as bad as the others’ systems.

The solution referred to is multiseat, which has been talked about in this discussion. In short, it can't be achieved on a Windows host without paid tools. But it's feasible for free with Xen or KVM on GNU/Linux.
