This will completely disable it right even though laptop is powered on no way for power to get to the webcam.

It won't turn it off completely. The best way to fully disable it is to remove the connector from the motherboard or use a privacy shield over it. Taping won't work for disabling microphones.

Create a directory at /System/Library/QuickTime and move the specified file there. Restart your Mac. The feature will be turned off until you restore the component to its original location.
