You need to dismiss the notification each day since it alerts you about not enabling sample sends to Microsoft. Make sure you click the dismiss option regularly to stop the reminder.

Use Windows Pro/enterprise: Open Run by pressing Windows + R, type gpedit.msc, press Enter. Go to Computer Configuration → Administrative Templates → Windows Components → Microsoft Defender Antivirus → MAPS Double-click Send file samples when further analysis is required. Set it to Disabled and click Apply, then OK.

If you have Windows home: Press Windows + R, type regedit, press Enter. Navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender. If Spynet isn’t present under Windows Defender, right-click Windows Defender → New → Key → Name it Spynet Inside Spynet → Right-click on the right → New → DWORD (32-bit) Value → Name it SubmitSamplesConsent and set value to 2. Click OK and close Registry Editor. Restart PC.
