I own a new machine with an ASUS B460-F, RTX 3060Ti and Intel i7 10700F. I encountered problems with idle CPU consumption (consistently 5-10% by "System" and "Interrupts", mainly from ACPI.sys, keeping idle usage between 9-14%). I explored various solutions but concluded it's inherent to my setup since everything runs smoothly and there have been no performance drops. Recently, I noticed idle temps hovering around 44-48°C and one thread constantly ran at full capacity (4,6GHz). After adjusting BIOS settings, lowering temperatures dropped to 38-39°C and Core 0 usage fell to about 50-60% instead of 100%. However, this also slowed CPU clocks to 2.9GHz (base speed). Since turbo mode increases temps by roughly 10°C and speeds up fans, it also raises idle consumption slightly by 2-3%. I prefer keeping turbo off for stability but want it active during gaming or heavy tasks. I have TurboBoost 3 and SpeedStep enabled in BIOS, with "Auto" options available. While checking BIOS updates and disabling devices helped in safe mode (reducing overall usage to 5%), one thread still ran at 50-60% even then. This suggests my system is fine as it is. Well 47-48C. If that's the situation, then I think I can keep Turbo Mode active. I'm trying to let the CPU relax while I'm browsing, avoiding constant full load on one core and letting the fans run more quietly. My main worry is just that the very noisy fans are still working hard because one thread is always at 100% usage. Update: according to HWInfo, the thread runs around 68-70% during idle, which seems a bit more manageable.
The thread points to the primary thread, where most of the core operations occur. If the fans are working excessively, adjust the curve. This would slightly raise temperatures, though a standard idle stays near 60-65°C, giving you some flexibility.

Idle usage between 5-10 is typical. The 60-65°C idle range is normal. The 30140C model is mainly for water cooling. Temperatures above 72°F keep the system off, which is the desired setting.
