In general, the stock cooler can manage any speed the non-k processor runs at.
However, that doesn't mean it will do so smoothly. It tends to be quite noisy and may not maintain lower temperatures compared to an aftermarket option. Still, you shouldn't encounter thermal throttling.

the stock cooler allows you to operate a CPU in turbo mode. it can reach up to 90 degrees Celsius when under stress, yet it prevents overheating that would shut down the system

That said, it won't handle it smoothly—expect louder operation and potentially higher temperatures compared to an aftermarket cooler. However, you shouldn't encounter thermal throttling.
