In my view, Obsidion would be the best choice for you. While Bethesda excels at linear storytelling in fallout games, I believe they don’t match Obsidion’s strength in building a rich, immersive world. This is just my opinion, but I feel the game comes across as more authentic when developed by Obsidion.
