Currently I'm seeing 58-59 fps at medium settings in GTA V. Can I find a way to bring the average up to 60 fps? My system specs are listed here.

Disable all filters, disable VSync, reduce resolution and texture quality, and increase hardware overclocking. The system should handle 1080p without issues.

The 770 struggles to achieve 1080p at maximum 60fps. The 980 delivers the desired quality.

Review the advanced graphics options—they can boost your FPS significantly without obvious changes. Also disable MSAA if it isn’t active, which can raise performance by about 15 FPS when switching from 4x to 2x.

The 770s can handle overclocking well, especially with proper cooling in place. Try increasing the core clock by 20 MHz at intervals. You should be able to hit high 1200 MHz and possibly even 1300 MHz on the core.

Have you tried a 770 and 980 with this specific CPU in the same game using the correct drivers? Use MSI Afterburner, consider boosting the frequency to around 200MHz. It's challenging to predict performance though—chips can be unpredictable sometimes.
