I examined the wattage options using a part selector, and I made some minor alterations while testing with an older hard drive. I was unable to incorporate the monitor or case due to their size, however my display is a Philips 170S and my case is a Floston Blue Defender featuring two fans on its front. I question whether those fans significantly improve performance. A friend suggested the power supply unit he utilized for over two years, deeming it reliable.

After some troubleshooting, I resolved the issue. While investigating XMP settings (which were set to profile 1 and enabled), I discovered that hyperthreading had been turned off; I reactivated it, and the stuttering stopped. Thanks to everyone for their assistance!
