Switched to a new router using GPN or fiber connection with a fiber port. Now I notice full CPU utilization at 100%.

Approximately 5 to 10 mints or until I restart. The ISP gave me the router, but they purchased it from a nearby store.

If the issue persists, you should contact the ISP. Any solutions they offer should be handled by them.
